Quality of Property could also be looked at as The ability, the power to reject injustice. What could be factors: 1. Statistics of disease that had free access to the property relative to the history of properties throughout time. (this relativity would be dynamic as time goes on of course) 2. Statistics of crimes against the owner of the property 3. Statistics of hunger, substance relapses, depressions, etc etc However just the statistics is incomplete as various forms of injustice could sip into properties without them ever had any history against the properties, so in addition: 1. The readiness of measures against common injustice 2. The readiness of the owner to understand and identify forms of injustice 3. Fortifications strength of the owner against depressions, substance abuse, poverty (measured relative to some pre-identified bottom and top of what's available).
